>> in a city that continues to pull together, because right now it's what they have to do. today's funeral for officer collier was a private ceremony. tomorrow vice president biden joins the campus as a public memorial and mourning continues here. jay gray, nbc news, boston. an online effort is under way to buy a new boat for the man who first spotted 1-year-old dzhokhar tsarnaev holed up in his back year. a bay area podcaster is leading the charge. bob redell talks-of- talked to him today. he's in the newsroom. the question is, why is he so passionate about this? >> reporter: marla, that's what richard bliss does for a living, helps people replace their dreams or recover property. he produces a podcast, teaching people how to harness the internet to raise money for projects and internet ideas.

when he heard the boat was riddled with bullets last fry night with the boston bombing suspect hidden inside, he thought why not help fund a new boat for the guy. he set up a web page, podcast his plea. within 48 hours, within that amount of time, he raised $600. >> i was surprised, i got hate mail. i was surprised no deed goes unpunished. part of it was the misunderstanding that somehow i was taking away from the real victims, the victims with horrendous loss. instead, it was, no, this is both. if you go to my campaign and video, there's a button to donate to the victims, the boston victims but if you have $25, toss it dave's way, toned down a little bit since they realized in no way are we trivializing. >> reporter: the effort combined with a couple of others online

have raised close to $9,000 to date. when bliss feels like there's enough, he'll reach out to david henneber henneberry. he lives in watertown, massachusetts. he'll surprise him with the news if he's not already aware. you can find the podcast on itunes. reporting live in the newsroom, bob redell, nbc bay area news. >> okay, bob. thank you very much. some good news for san jose's police department. an independent auditor finding fewer complaints against the officers but that auditor not too thrilled with the suspension of a policy aimed at cutting down on racial profiling. the policy required officers to document all the stops they make, even if there's no arrests, including the person's race and whether or not they are told to sit on the curb. the new acting chief suspended that policy before it was put into practice. a big disappointment to san jose's independent police auditor. >> we move on. it is my hope the chief is going to do the right thing. i hope he will.

he said he's looking at it again. he may narrow the scope of it. i disagree with that i thought the scope was fine. >> not sure why they suspended the policy. the policy had been commended by minority groups saying the practice of curb sitting is a form of humiliation that unfairly targets them. just broken ground on the first public elementary school in more than 50 years. but not everyone is happy about the big moment. nbc bay area's kristi smith joins us live in burlingame with more on the controversy. kristi, good morning. >> reporter: good morning, marla. quite a few parents we spoke to think it's a great idea. they were excited. they say enrollment is up in burlingame and they need more space. we spoke with a number of neighbors who say the location of the school is the real issue. the burlingame school district held a ground breaking this morning for hoover elementary,

which they plan to have remodeled. some neighbors we spoke with have gone to court, the tight winding streets near summit drive aren't safe for kids. there aren't enough sidewalks. hoover was built in the '30s, then closed and became a temple. recently the school district bought it back and plan to reopen the school to handling the blooming enrollment, including, they say, widening the street out front and including a drop-off zone. some neighbors say there are too many unknowns. >> safe forward-looking statement have a school. you can see by the lack of sidewalks it's a concern. we live in hillsboro. our children do not benefit at all from the school, yet we're going to be impacted with traffic. the big concerns are for the children. >> gone through all of the reports we've had to go to, ensure the safety of our school, most important to us, safety and security of our students. we have gone through all of the proper channels.

we've hired a renowned traffic specialist to take a look at this school site and we've been given the go ahead. >> now, this morning the superintendent showed us a mock-up of the new and improved school that first opened in burlingame in 50 years. the neighbors are opposed to this and they want a full environmental study done. they tell me the lawsuit is proceeding. the district is telling me they expect the school to open in the 2014-2510 school year. reporting live, kristi smith, nbc bay area news. the town of atherton is sending the white house a bill for almost $8,000. that's how much it cost atherton to protect president obama when he visited her earlier this month. the president attended two events in the upscale town. raked in more than $3 million. secret service, democratic national committee and the two households who hosted the private donner events. the president also stopped in

san francisco, but city leaders there say they do not plan on charging him. that new span of the bay bridge is months away from opening up, so is a brand-new bikepath on the bridge. most of it anyway. the first two-thirds of the pedestrian walkway and bike way will open september 3rd. that's the very same day caltrans plans to open up the new eastern span of the bridge. the old bridge is currently in the way of that remaining third of the bikepath, and it can't be removed until traffic is over on the new span. the full elect of the bikepath is not expected to be finished for about another two years. two new bills could place a round of restrictions on teen drivers statewide if they are signed into law. one would apply to drivers who get their license at 18 or 19. those drivers would have to go through a 30 hour driver education course and six hours of professional driving training. they would also be subject to the same one-year nighttime driving and passenger restrictions that younger

drivers already face. another bill by assemblyman jim frasier of oakley, which changed the nighttime driving restrictions for 16 and 17 years old to 10:00 p.m., it would also increase the age for passengers to 21 years ochld the rules would be lifted when the driver turns 18. asking siri to send your text messages while driving doesn't appear to be any safer than sending them yourself. a new study in texas suggests hands-free texting behind the wheel is just as dangerous as regular texting. "usa today" reports the study found the driver took twice as long to react to a hazard compared to when they were not texting and spent less time looking at the road no matter which kind of texting they were doing. right now an interesting story to update from last summer. san francisco set to cover a $9,000 bill to care for a dog that attacked a police horse. two years ago, 2-year-old charlie a pit bull mix bit and chased a police horse last year.

he was all set to be euthanized but an agreement between charlie's owner and the city, the dog will go to a rescue organization. he's been in animal care and control custody since the attack last summer. on monday yesterday the judge ruled the city and charlie's owner will split that check. thanks to a brave biologists we now know the sex of three young peregrine falcons that turned san jose city hall into their home. glen stewart scaled the wall of the 20-story building at 7:00 this morning. there he is. looks like spider-man. >> there you go. >> placed lightweight aluminum bands on the birds. by the size of their legs, he determined all three are boys. the bands will allow sign tsts to track and collect data. this video from the city's falcon cam. stewart says just a few decades ago, these birds were almost extinct. >> we're desperately trying to bring the birds back and keep them from going extinct. they went extinct east of the

mississippi river. it was only through releases and recovery work we brought them back. >> so yeah, it's pretty neat to sit up there on the ledge with them. >> stewart says there are 25 to 300 pairs of peregrine falcons in california. that's up from two pairs 30 to 40 years ago. >> i've got to admit i'm a big fan of falcon cam. >> it's neat. >> christina is off and anthony is here. >> good to be with you guys. >> windy out there. >> very windy. kind of where i was headed with this. nice little segue here. you could do the weather this morning. we are talking about winds shifting around that area of high pressure. you can see from the san francisco cam, watch the middle part of the screen. it's the flag we're keeping an eye on. offshore. every now and then on shore. that's a good sign of high pressure that started the weekend. look at the fog in monterey bay, half moon bay as well. that is really what is keeping temperatures cool this morning. 56 in santa cruz, unlike when they were at 70 yesterday.

63 in morgan hill, definitely cooling in from the south bay. a lot of those inland valleys still warm, even san francisco at 73 now. again, wind speed and direction going offshore. today a warm day by all accounts, 85 in livermore, 72 in san francisco. right around that 70 degree mark at the coast. you'll notice over the next couple of days, fog returns, drizzle returns and cooler temperatures. we're talking about 10 to 15 drop-off in temperature. enjoy the warm weather while we have it because it's going to get cool. >> good day to soak it up. >> it does. how long can one plane fly around the bay area? the marathon flight attempt on board a unique aircraft that is up in the air right now. super cool rocket video to show you. speaking of rockets, we're going to talk about netflix stock all ahead in business news. why are 8 million people sleeping better tonight?

it out. bay bridge between 6:00 and 8:00 before landing back at moffett field at 11:00 tonight. that is just impressive to watch. >> all right. speaking of landing back where you started, a lot easier to do that with an airplane than it is with a rocket. guys have it figured out. >> scott mcgrew, a rocket that lands right back on the launch pad. >> reporter: yes, good morning. it's the grasshopper. grasshopper is a technology developed by spacex that helps rocket parts return to earth. look at this video. this is not young backwards. this is descending. yes, that is johnny cash in the background. they love johnny cash. the rocket uses a ring of fire, so it's the appropriate music. not the first test for grasshopper but the most successful. the idea is the first stage the rocket takes the capsule to space. after it's done, it just flies home. look at this, lands right where it started.

watermelon, right at half moon bay, 5 degrees cooler. 73 in san francisco, not too bad. many 70s here right around this lunch hour. 75 in san jose. you get back up against the coast. that's where the 50s are. wind speed and directions offshore. every now and again we get the on shore breeze. that's going to cool major as we head to tomorrow and the next couple of days. 84 in santa roz, 85 in livermore, santa cruz, only in the 60s today. again, that's because of the offshore wind. temperatures do cool tomorrow by a few degrees. back in the 60s. a little drizzle headed our way thursday and friday. then the weekend looks really good. we start to warm up more to a comfortable level. nothing like what we saw the past weekend when we had seven records broken yesterday across the bay area. a very hot day yesterday, guys. back to you. >> smokin' hot. coming up the warriors getting ready for playoff game number two. >> with the all-star on the

they are filming a movie about the program. it's not in the bay area but new orleans, that's hollywood style. the film, "when the game stands tall." it's based on a film chron killing that mind-blowing season with 150 game winning streak. director jim caviezel. the fantastic four will step in as defensive coordinator, ter edison. film set for release next fall. tonight the warriors are trying to even the series against the denver nuggets during game two of their nba playoffs run. >> it's not going to be easy. the team doing it all without their all-star david lee. still a guessing game who will replace lee in that lineup. he went down hard, tore up his hip flexor after being fouled and falling down in saturday's loss. coach jackson says he'll be revealing that decision today.
